Issuing No Orders

Is it acceptable to have ships which are issued no orders or have no current order counters?

I am thinking especially of the case where I want a ship to move at less than its full thrust rating, but still move at least one hex. So a speed between "All Stop" and "Full Speed", but not "Run Silent".

My assumption is that this state of "No Orders" is the default and that starships are given order counters to indicate a change to special conditions.

If this is so, would it be acceptable to place a face down blank or "Dummy" order counter beside a ship as if placing a face down order?
Sleep is for the weak, and those without large missile cruisers.

There is no requirement that you place an order for every ship.

Dummy markers are not part of the rules at the moment, but I don't see any problem with including them.

I've been using dummy order counters, without too much trouble. I think that it does add to the "fog of war" effect.
