Why fuel? you may ask...

Okay, the reason we might consider fuel is that it's a big concern on the BSG series, seems to me we'd be somewhat concerned with if in the SFO series...

We'd burn a unit of fuel when we did a 'strategic' move in a campaign, or launched a wave of fighters.

I don't know where your going with the current ruleset, and it came up with another project I'm working on, figured it applied here as well.

Hmm... Good thought.

Certainly gives a reason why SFO would need to stop in various systems along the way, rather than just heading straight for the Directorate center.
